1- Open SQL SERVER configuration MANAGER
2- SQL SERVER services
3- SQL SERVER (MSSQLSERVER )
4- CHANGE (Log ON AS)
5- SELECT LOCALSYSTEM

Hi all, This certainly helped me out, the LOCALSYSTEM user did not have the rights to apply the necessary certificates, I changed it to a network service account that had rights… problem solved. But it did take me a longtime to find it.
